When Are You Fluent in Another Language?

What really defines fluency in a language? It’s a difficult question, but this video gives a great answer.

Alex Rawlings is an excellent person to consult about this question. He was named Britain’s most multilingual student and he teamed up with British Council to make a video about becoming fluent in another language and what that really means.
